In addition to its legislative and administrative role within Germany, the Bundesrat is also active in the international arena, particularly in Europe.
The Committee on European Union Questions has a long tradition in the Bundesrat. As early as December 1957 the Bundesrat set up a special committee, "The Common Market and the Free Trade Area", which in 1965 became a Standing Committee for Questions pertaining to the European Communities.

The Bundesrat maintains a wide range of both multilateral and bilateral links with parliaments in other states, primarily at the political level but to a certain extent also through the secretariats.

The Bundesrat organises two Friendship Groups with parliaments from other countries: the Franco-German Friendship Group, in conjunction with the French Senate, as well as the German-Russian Friendship Group, in conjunction with the Federal Council of the Federal Assembly of the Russian Federation.
